Helix Water District is the recipient of the Government Finance Officers Association’s (GFOA) Distinguished Budget Presentation Award for the district’s fiscal year 2023-24 budget document. This is the highest award in governmental budgeting.
“The district’s board of directors and staff are committed to fiscal accountability, transparency and serving the public with integrity,” said Kathleen Coates Hedberg, Helix Water District’s Board President. “It is our responsibility to be good stewards of ratepayer dollars, which is why we work to make the budget accessible and easy to read. This allows our customers to know exactly what we are doing and how we are controlling costs.”
Producing the budget takes coordination from the entire organization. The document gives residents and businesses within the district’s service area a clear picture of the district’s operating costs and financial outlook.
GFOA is a nonprofit association of public finance officials in Canada and the U.S. that establishes accounting standards and best practices for federal, state and local government. The Distinguished Budget Presentation Award recognizes budgets that serve as a public agency's policy document, financial plan, operations guide and customer communications. To win the award, budget documents must be rated "proficient" in all four categories and in the fourteen mandatory criteria within those categories.
