At their January 4, 2023, meeting, the Helix board elected Director Kathleen Coates Hedberg to serve a second year as board president and Director Dan McMillan to serve as vice president.
Hedberg is a third-generation water professional and licensed civil engineer with a master’s degree in public health. She was elected to the board in 2006 and represents the district’s division 4, which includes La Mesa and the communities of Casa De Oro, Mt. Helix and Calavo Gardens.
Hedberg served as board president in 2022 and chaired the district’s engineering and operations committee and water quality and resources committee. She represented Helix on the East County Advanced Water Purification Program Joint Powers Authority and is on the board of the Urban Water Institute.
McMillan was appointed to the board in 2017 and elected to a four-year term in 2020. He represents the district’s division 1, which covers the north side of El Cajon from the Bostonia area to the 125 freeway.
In 2022, McMillan represented Helix customers on the San Diego County Water Authority board of directors and the board’s engineering and operations committee and water planning committee. He also represents Helix on the Association of California Water Agencies Joint Powers Insurance Authority. He is vice chair of Helix’s parks, land, lakes and garden committee and represents Helix with the San Diego River Conservancy.

One of Hedberg’s first tasks is determining board committee assignments for the year ahead. Helix board members represent the district and its customers on the San Diego County Water Authority board and participate in water resources planning, policymaking and funding decisions on regional and statewide committees.
